COAST RIDGE / BIG SUR, Monterey County — October 30, 2026. A coastal development proposal on Highway 1 near Big Sur would create permanent facilities for outdoor education and group camping, including two areas for tents, an outdoor amphitheater, a rustic kitchen and an accessible trail network. The project appears in the October 13, 2026, Big Sur Land Use Advisory Committee (LUAC) agenda under county planning case PLN240050, at 45500 Highway 1, Big Sur, CA 93920. The agenda is evidence that the proposal was set for local advisory review—not evidence that the county issued a final building or coastal permit.

For residents following Big Sur’s land-use decisions from the Coast Ridge area, the case illustrates how additional visitor and youth-education facilities would be reviewed for neighborhood character and environmental concerns before construction. The parcel and project are on the Big Sur coast; the fact that this news is reported by Coast Ridge News does not establish that the parcel belongs to the Coast Ridge/Carmel Sur service district.

What exactly is proposed?

The county’s October 13 LUAC meeting record identifies the project as “State of California (Space for Meaningful Outdoor Recreation & Education)”, with two proposed tent campsite areas. According to the docket, each area could accommodate up to 30 tents; the agenda separately refers to 50 campers and ten staff. That wording should be checked in the complete plans before anyone presents a precise simultaneous site-wide occupancy limit. The public listing does not prove that the campsite is already in operation or accepting reservations.

Also proposed are a small amphitheater, a rustic kitchen and pavilion, ADA-accessible nature paths, and additional site work. These features are described as part of an outdoor education and family/group camping facility, not a general declaration that unrestricted roadside or dispersed camping will be allowed at the parcel.

What would happen to nearby habitat?

The planning item includes restoration of approximately 4,851 square feet of previously disturbed habitat. It also asks for a coastal development permit to allow development within 100 feet of an environmentally sensitive habitat area (ESHA). The two figures are different: the proposed restoration area is not the same measurement as the ESHA buffer, and neither establishes that county regulators have found every proposed impact acceptable.

Coastal projects in the Big Sur area can require detailed consideration of location, vegetation, access, grading, fire protection and protected resources. The agenda’s description gives an overview of the applicant’s proposal, not a complete environmental impact analysis or a county finding that no additional review is necessary. Residents should consult the actual planning file before making claims about trees, water use, septic facilities or estimated traffic that are not specified in the published agenda excerpt.

What role does the local advisory committee play?

The Big Sur LUAC’s published assignment for this case was to provide feedback on site design, compatibility with neighborhood character and local concerns. The county meeting page identifies the agenda as Final-Revised but the meeting minutes as Draft; it explicitly says actions and their results are not available while the minutes have not been finalized. Therefore, an agenda listing cannot be summarized as a committee endorsement, a denial, a permitted project or a completed construction start.

The official project address is 45500 Highway 1, and the county identifies its Assessor’s Parcel Number as 159-031-002-000. These identifiers make it possible for residents to follow the same project through later Planning Commission or county staff records rather than confuse it with another proposed campground on the coast.

What about the next Big Sur meeting?

Monterey County’s 2026 committee calendar lists Tuesday, November 10 as the next regular Big Sur LUAC date, generally at 10 a.m. at Big Sur Station #1, 47555 Highway 1. This is a calendar slot, not confirmation that the committee will hear PLN240050 again or that a November agenda has been released. A separate South Coast committee meets in a different location and covers territory south of Anderson Creek; the two committee names, agendas and parcel boundaries should not be conflated.

Anyone interested in the camping proposal can review official agendas and the full PLN240050 record, contact Monterey County Housing and Community Development with the case number, and submit feedback through the appropriate public hearing process. The county committee-members pageMalpaso Creek to Anderson Creek, with its membership and official meeting place. A landowner near a boundary should check the property’s actual planning district rather than assume the nearest committee has jurisdiction.
